Learning Collaborative Focuses on Strengthening Emergency Preparedness Strategies for Serving Trafficking Survivors

Join Health Partners on IPV + ExploitationAssociation of Asian Pacific Community Health Organizations (AAPCHO), and the National Health Care for the Homeless Council (NHCHC) for a four-part learning collaborative (LC) focused on integrating the needs of survivors of intimate partner violence (IPV), human trafficking (HT), and exploitation (E) into emergency preparedness for health centers (HCs) and their partners. 

Evidence shows that IPV/HT/E surge during public health emergencies and natural disasters, as seen in the aftermath of Hurricane Katrina, the Deepwater Horizon oil spill, and the COVID-19 pandemic. These emergencies exacerbate existing structural inequities, such as inadequate language access, economic insecurity, transportation barriers, housing insecurity, and geographic isolation, all of which disproportionately impact marginalized survivors and their access to care.  

LC session content will include adaptable protocols, memoranda of understanding (MOUs), and other strategies and resources to foster partnership between HCs and community-based organizations, including domestic violence programs.

Strengthening Emergency Preparedness: Supporting Survivors of IPV, Human Trafficking and Exploitation

Four live 60-minute sessions will be held via Zoom at 12 p.m. CST (7 a.m. HST/10 a.m. PST/11 a.m. MST/1 p.m. EST). Sessions will be followed by an optional 15-minute consultation (75 minutes total) and will include presentation and discussion facilitated by faculty as well as bi-directional learning between and among attendees with time to ask questions.

  • Session 3: Feb. 5
    • Title: The Role of Housing and Housing Instability in Disasters: Health Center and Federal Perspectives
    • Facilitated by NHCHC
  • Session 4: Feb. 12
    • Title: CMS Emergency Preparedness Guidance and How to Operationalize Support for Survivors on IPV/HT/E and Key Resources
    • Facilitated by Health Partners on IPV +Exploitation 

As a result of this Learning Collaborative, participants will be better able to:

  1. Identify specific needs and challenges faced by survivors of IPV/HT/E during emergencies and natural disasters. 
  2. List three strategies to improve language access, housing stability, and other critical social drivers of health that affect patient wellbeing.
  3. Identify alignment of Center for Medicare and Medicaid Services (CMS) emergency preparedness plan guidance with IPV/HT/E. 
  4. Recognize steps to improve HC capacity to support patients and staff before, during, and after emergencies.
