Learning Collaborative: Addressing Co-Occurring Substance Use and Mental Health Conditions Among People Experiencing Unsheltered Homelessness

Over the past several years, the United States has experienced escalating housing, substance use, and mental health crises. Rural and urban areas across the country have seen increases in unsheltered homelessness, the growth of encampments, increasing overdose deaths, and an increasing need for a broad range of mental health services. This Learning Collaborative will take place over four 90-minute sessions and will focus on the intersection of substance use, mental health conditions, and unsheltered homelessness. Learning Collaboratives are dynamic, interactive, and participant-driven learning opportunities to collaborate and learn from colleagues across the country. The sessions will provide participants with a framework for assessing and responding to needs at encampments and for providing outreach-based substance use and mental health services to people experiencing unsheltered homelessness. Participants will hear from subject matter experts from diverse regions and settings and with varied experiences working with encampment residents.
Topics will include:
- Understanding the foundations of outreach and harm reduction-based health services;
- The role of peers and the involvement of encampment residents in service provision and solutions;
- Addressing divergence in proposed solutions to the housing crisis and the related emergence of encampments;
- Provision of mobile substance use and harm reduction services;
- Delivering outreach-based substance use disorder treatment and psychiatric care.
Eligibility: This Learning Collaborative is open to all client facing staff and administrators working in any role within a (1) HRSA-funded health center or look-alike, (2) Primary Care Association, (3) Health Center Controlled Network, and/or (4) other homeless services, harm reduction, or public health organizations working in encampments or with encampment residents, or who want to expand into these services.
Cost: Free of charge
Time Commitment: One or more representatives from each participating organization will attend each 90-minute virtual session. Four sessions will be held the second Wednesday of each month at 2pm EST/11am PST starting in November 2022 (11/9/22, 12/14/22, 1/11/23, and 2/8/23). Individual and organizational certificates of completion will be available.
