Consumer Subsidies

Eligible Applicants

The National Health Care for the Homeless Council (Council) will provide a limited number of Consumer Conference Subsidies to support consumer participation in the 2023 National Health for the Homeless Conference & Policy Symposium (Conference) occurring Monday, May 15th, to Thursday, May 18th.

Consumers are defined as people who have experienced homelessness and have received services from the HCH grantee. The attendee should be one of the following:

  • Member of HCH or Medical Respite grantees’ Board of Directors, or
  • Member of Consumer Advisory Boards of HCH Medical Respite grantees, or
  • Volunteer or Employee of an HCH or Medical Respite grantee.

HCH Grantees, for this purpose, are agencies that receive HCH grants from HRSA under Section 330(h) of the Public Health Service Act, or their subcontractors or sub-grantees (as listed in our HCH Grantee Directory).

Eligible Available Funding

This subsidy is for one consumer to attend the Conference. Consideration will be made to ensure that each organization that submits an application is able to bring one of their consumers before other organizations are given multiple subsidies.

Consumer Support

A large national conference in an unfamiliar setting is potentially overwhelming for any conference participant. To help assure a positive experience for all consumers, NCAB has developed a mentoring program pairing experienced NCAB leaders with new consumer attendees to provide orientation and ongoing support for each new consumer, both before and during the Conference. A member of NCAB leadership will be contacting all first-time attendees prior to the Conference regarding mentorship, so please ensure consumer contact information is as reliable as possible.

If you have attended previously but would still like a mentor, please contact Meredith Mollica, Consumer Engagement Manager. All NCAB steering committee members, Regional Representatives, and the staff of the Council will be available to assist during the Conference, as well.

Selection Criteria

Priority for selection will be for the following:

  • Consumer who is presenting at the 2023 Conference;
  • Consumer who has not previously attended a NHCHC National Conference;
  1. Consumer who is presenting at the 2023 Conference;
  2. Consumer who has not previously attended a NHCHC National Conference;
  3. Consumer who is nominated by a Consumer Advisory Board or Board of Directors;
  4. Consumer who is a member of a Consumer Advisory Board or Board of Directors;
  5. Consumer who is currently volunteering or employed at an HCH Grantee

Consideration will be made to ensure that each organization that submits an application is able to bring one of their consumers before other organizations are given multiple subsidies.

Application & Reimbursement Schedule

To complete the application, you must fill out two formsConsumer Subsidy Application, and Health Center Representative Agreement form (to be completed by HCH staff). These forms must be completed by March 31st, 2023.

Decisions regarding consumer Conference subsidy applications will be communicated to applicants and consumers via email by March 31, 2023.

Consumer Subsidy Application

    Join NCAB and the National Health Care for the Homeless Council for free at www.nhchc.org/about/membership/individual-members/.
  • A limited number of consumer subsidies will be available. For selection purposes, please describe why you are engaged with your local CAB or Board of Directors, and what you hope to learn at this training to take back with you. (in under 150 words)
  • Please note if you would need any accommodations if chosen for a subsidy for the conference (i.e. closed captioning)
  • Subsidy Funding

    Due to changes in funding opportunities, the NHCHC is seeking new sources for consumer subsidy support. To that end, we are asking Health Care for the Homeless Centers to consider, what , if any support they can provide to their consumer attendees. Please designate whether you would like to apply for a full subsidy (covering all expenses associated with the conference – registration, lodging, food, travel, etc.) or a partial subsidy.

  • First time attendees are paired with a mentor to support them before and during the conference. If you are a first-time attendee, can we share your information with your NCAB mentor? *Please note that this will allow your mentor to understand that you meet the criteria for a consumer, meaning you have experienced homelessness and used services at an HCH site.
  • The National Consumer Advisory Board works to engage and support local consumers and consumer engagement; we have Regional Representatives that specifically work to support local consumer engagement at HCH projects, do you want your information shared with your Regional Representative? *Please note that this will allow your Regional Representatives to understand that you meet the criteria for a consumer, meaning you have experienced homelessness and used services at an HCH site
