Jefferson Comprehensive Care System (JCCSI) – Open Hands, an expansion of the Community Health Center Program, provides health and support services to individuals who are homeless in Pulaski County.

The clinic, located in downtown Little Rock, is staffed by a part-time physician and full-time family nurse practitioner and provides comprehensive primary health care services, case management, outreach, social services, and eligibility assistance. Mental health, substance abuse, and legal services are provided through referral. A transportation contract provides area-wide access to health services for persons who are homeless. The clinic provides dental and other client services.

Substance abuse services are provided by Sober Living, Hoover Recovery Centers of Arkansas, Salvation Army, Union Rescue Mission, and Gyst House. Mental health services are provided by Little Rock Mental Health. Coordination with area shelters enhances outreach services. Linkages with members of the Inter-Agency Council of Pulaski County ensure a wide variety of services and the development of a coordinated system of referral, including Arkansas Supportive Housing Network, King’s Outreach, Second Genesis Ministries, and VA Drop-In Center. Linkages with area units of the Arkansas Department of Health ensure well child screening, immunizations, family planning, and prenatal care service.
