Director of Housing Services (Baltimore, MD)



The Director of Housing Services is responsible for oversight of services to clients recently housed and in need of ongoing services to maintain housing. The Director will assist in the planning, implementation and evaluation of the day-to-day services provided by the Housing Services teams and collaborate with other behavioral health leaders toward the goal of improved outcomes for clients. In addition, as a member of the clinical and management teams, the Director of Housing Services collaborates with both clinical and non-clinical directors to ensure that client care is delivered within the framework of an integrated person centered health home.

Key Role Responsibilities

  • Modeling a reflective practice, provide leadership to the supervisors of the housing services teams, ensuring that initiatives, changes and needs are clearly communicated, adopted and nurtured and ensure adequate clinical supervision for the Housing Services Team.
  • Through strong team-building and use of best practices, ensure the consistent delivery of therapeutic, case management, and peer support services to enable clients to maintain stable housing.
  • Work cross-agency to ensure that clients are receiving coordinated, high quality care that is in line with the agency’s strategic initiatives.
  • Identify and implement measures that instill energy and optimism to drive accountability, visibility and growth in housing services.
  • Collaborate with the Director of Performance Improvement in the development of an agency-wide culture of improvement and lead the team(s) in performance improvement activities designed to improve access, billing and client and staff satisfaction.
  • Participate in billing and grant development and reporting including UDS, PCMH, The Joint Commission and other measures.
  • Provide direct therapeutic care to patients including provision of on-call service. 

Key Agency Responsibilities 

In addition to role responsibilities, each staff member of Health Care for the Homeless has the following responsibilities as a part of their employment:

  • Models and reinforces the Health Care for the Homeless “core values” of dignity, authenticity, hope, justice, passion and balance
  • Actively participates in performance improvement activities and actively participates in advocacy activities that support the mission of Health Care for the Homeless
  • Performs other duties on an as-needed basis
  • Protects our client’s personal health information by maintaining compliance with HIPAA and other relevant Health Care related IT security regulations

Knowledge, Experience, and Skills:

Formal Education and Training

  • Master’s degree in Social Work
  • Licensed as a LCSW-C in the state of Maryland with active supervisory credentials


  • Five years of experience providing mental health and case management services directly to clients in a community or public health setting
  • Knowledge of and commitment to trauma-informed care and harm-reduction philosophy and practices
  • Experience of providing direct supervision of mental health professionals
  • Experience working collaboratively in a multi-disciplinary clinical setting preferred 


  • Excellent interpersonal and customer service skills to interact and maintain relationships with a wide range of personalities
  • Able to organize work and motivate individuals to work at their best
  • Strong organizational, written and verbal communication skills
  • Able to take initiative and problem solve
  • Able to cope with interruptions, be flexible, and be a team player
  • Flexible approach, working with several cross-disciplinary teams in a collaborative style
  • Culturally sensitive working with staff and clients from diverse backgrounds
  • Comfortable working with homeless and/or low-income individuals and families
  • Able to work with ill, disabled, emotionally upset and sometimes hostile individuals
